The study could just as easily conclude that Chester has the most unqualified and unambitious women, although that too would be unfair and probably inaccurate.
I'm usually sympathetic to causes like this, but the whole 'gender pay gap' issue is one that crudely analyses data without taking various other factors into account. It's not really helpful to either men or women to simply use average pay figures for both without looking into any other factors and then use terms like "sexist".
What I think is true is that some small businesses are reluctant to employee women in their twenties and thirties because they fear maternity leave, which is wrong of them. The main problem here, I think, is that men get a raw deal when it comes to parental leave. The modern father is, quite rightly, expected to take a far more active role in parenting than 30-40 years ago, but his rights are still in the dark ages. If paternity leave was a little more than a fortnight off on a fraction of your wages, employers would not take this into consideration as much.
